For years electricity companies have offered lower prices to customers that could use electricity in off-peak periods of the day. For large commercial and industrial customers the lower energy cost was offset by a 'Demand Charge'. Demand is measured and charged in ½ hourly slots.

If during a ½ hour period it calculates that demand will exceed the target level by the end of the ½ hour, it will open a switch that will take off an electrical load in the building, without you even noticing.
